What is Havana Syndrome aka (AHI)Anomalous Health Incidents aka Direct Energy Syndrome? It is a sudden set of symptoms that include; severe headaches, fatigue, dizziness, hearing and vision loss, debilitating cognitive impairment, soporific (drowsiness), tinnitus, elevated body heat, brain fog, vertigo, intense pain in the ears and head, hair breakage – from electroshocks, goosebumps, chills that feel like electric currents throughout the body, also loss of motor control, hot and cold flashes, external sounds or voices directed into the Victims head with no way of turning it off, chronic sinusitis and dry eyes. It also impairs thinking, reduce situational awareness, inflict long-term neurological damage, brain injury and cloud normal cognitive functions, unsteadiness, emotional distress, insomnia, mild confusion, nausea and slowed thinking that can happen at same time or separately. Its effects are complex, painful, and inconsistent.

Some victims have described being bombarded by waves of pressure in their heads. While a few reported sounds similar to an immense swarm of cicadas filling their heads. Others portray the effects as a wall of sound, in one place but not another, as if they are deliberately stalked. Several have stated hearing external, outside voices as if beamed into their head from some kind of voice weapon, with no way of turning it off.

It has been reported that these assaults are caused by a weapon (ex. sonic weapon, etc.), device &/or technology that uses directed energy possibly involving microwaves, frequencies, concentrated beams of energy or concentrated electromagnetic energy to incapacitate, damage, or disable their victim. Research is ongoing to determine the exact technology, device or weapon used to attack victims.

In 2016, these assaults were made public when employees at the U.S. Embassy in Havana, Cuba, began reporting a range of sudden health issues, including severe headaches, dizziness, cognitive difficulties, and nausea. The symptoms were not only experienced in Havana, Cuba, similar incidents were disclosed by U.S. government personnel and family members worldwide, including China, Russia, and the United States. 


UPDATE: July 18, 2025

DoD has set policies on claims for compensation from federal and military personnel and family members for health effects of “Havana Syndrome”—a catchall term for symptoms such as severe headaches, dizziness, blurred vision, tinnitus and vertigo, whose origin remains under dispute.

In addition to DoD, cases have been reported by employees of the intelligence community, State, the FBI and other agencies.

UPDATE: April 2025 – United States Department of Defense also declassified the Defense Health Agency report 4/2025 the “Assessment and Management of AHI: Clinical Recommendations for Primary Care Managers (PCMs)” and is based on current evidence and the expertise of a panel of authorities. This framework allows and helps PCMs to effectively evaluate and treat patients with AHI while standardizing the assessment and documentation of this condition. Promoting clarity and consistency aims to enhance future analysis and improve patient outcomes in primary care.

A 2020 National Academies of Sciences, Engineering, and Medicine report proposed that the neurological symptoms could be the result of a radio frequency energy of radiation that includes microwaves.

(NASEM 2020), Based on a review of these information sources, the committee finds that many of the acute, early phase symptoms and observations reported by DOS employees are consistent with RF effects, including a perceived clicking sound within the head even when the ears were covered, a perceived force/pressure sensation within the head and on the face, perceived spatial localization and directionality of these perceived phenomena and other loud sounds, hearing loss, tinnitus, impaired gait and loss of balance, as well as the absence of heating sensation and absence of observed disruption of electronic devices in the immediate environment. In addition, many of the chronic, nonspecific symptoms are also consistent with known RF effects, such as dizziness, headache, fatigue, nausea, anxiety, cognitive deficits, and memory loss.


Victims: “persons who individually or collectively have suffered harm, including physical or mental injury, emotional suffering, economic loss or substantial impairment of their fundamental rights, through acts or omissions that are in violation of criminal laws operative within Member States, including those laws proscribing criminal abuse of power” (United Nations General Assembly, 1985)
